Program Summary

The Rising Strong program is a collaboration between Catholic Charities and Empire Health Foundation. Based on proven models in California and Oregon, Rising Strong will focus on serving families who are at risk for separation due to parental substance abuse by providing safe housing, substance abuse treatment, case management, and other supportive wraparound services. By serving whole families, our aim is to reduce trauma in children, decrease the rates of foster care placements, and remove barriers that traditionally prevent parents from succeeding in substance abuse treatment. We walk alongside and support vulnerable families as they seek to change their stories.


Job Summary

This position is responsible for providing assistance in day-to-day oversight and coordination of Rising Strong programs. This position will also help with projects related to launching the program.

Job Duties/Responsibilities

  1. Assist in overseeing implementation of goals and action plans for the programs at Rising Strong.
  2. Provide oversight to the staff as needed on daily operations and value-driven service delivery.
  3. Provide input into the development and implementation of a budget based on data regarding cost per client served.
  4. Serve as a liaison between Rising Strong and community agencies, including representing the program at community meetings as needed.
  5. Assist in securing and maintaining MOUs and relationships with community agencies.
  6. Assist in securing classes and guest speakers for Rising Strong families that align with the mission and goals of the program.
  7. Serve as the on-site manager for St. Anne’s II, Rising Strong’s Early Learning Program for children ages 0 to six beginning in Fall 2018/Spring 2019.
    • Assist in all aspects of daily operations within the Early Learning Center ensuring that a quality early care and education program is provided.
    • Monitor compliance to licensing, accreditation, and Early Achievers standards.
    • Provide for on-going staff supervision, performance evaluation.
    • Design and present training to early learning teaching staff.
    • Manage administration of child assessment online system and provide technical assistance to early learning staff.
    • Develop and monitor quality improvement and corrective action plans.
    • Assist in interview process to provide quality staffing at the Early Learning Center.
    • Assist with purchasing supplies and equipment for the Early Learning Center and for supervision of the maintenance of indoor and outdoor environments.
    • Attend relevant meetings with the early learning and family services community stakeholder groups in order to build collaborations.
    • Assist with direct work in the classroom; cleaning and laundry as necessary.
  8. Assist in collaborating in the design and implementation of a promotion and marketing plan for the Rising Strong program in the community.
  9. Assist in ensuring that facility and programs are in compliance with all applicable contractual, licensing, staffing and safety mandates.
  10. Provide information and referrals as needed and link residents with community resources and to improve coordination between community agencies and Rising Strong program participants.
  11. Provide referrals, information, and guidance related to problem-solving, conflict resolution, parenting, and interpersonal concerns in order to assist clients in achieving personal goals.
  12. Provide feedback to the Director on any emerging issues so that they can be addressed in a timely manner.
  13. Provide direction and coordination of all Rising Strong volunteers, including remaining aware of current program volunteer needs
  14. Assist with data collection to assess program outcomes.
  15. Provide oversight for residents of policies and procedures to ensure that Rising Strong rules are being followed.
  16. Maintain office supplies by routinely checking inventory and ordering supplies.
  17. Provide support and assistance to the program by helping in other areas of Rising Strong as needed.
  18. Adheres to the tenets of Catholic Social Teaching and Catholic Doctrine.
  19. Performs related functions necessary to support the mission and core values of Catholic Charities.

Job Qualifications

Education/Experience: to perform this job successfully, an individual must have a Bachelor’s Degree in a Social Service field or Education or an equivalent combination of education and experience.

Certificates/Licenses: To perform this job successfully, an individual must: Successfully pass background check applicable to position.

Physical Abilities: To perform this job successfully, an individual must be able to:

  • Frequently sit, stand, climb, walk, lift, pull/push, carry, grasp, reach, stoop/crouch, crawl, talk, hear, taste, or smell.
